Distinguished Guests,
Friends,

The Global Security Initiative (GSI) was proposed by President Xi Jinping in April 2022 bearing in mind the future of humanity. The GSI champions the spirit of solidarity to adapt to the profoundly changing international landscape, and advocates the win-win mindset to address traditional and nontraditional security risks and challenges, charting a new path to security that features dialogue over confrontation, partnership over alliance and win-win over zero-sum. The Initiative contributes China’s wisdom to the efforts of mankind in tackling peace deficit, and offers China’s solution to addressing international security challenges.

Over the past two years, acting on the vision of building a community with a shared future for mankind, China has worked in concert with the rest of the international community to implement the GSI. This has facilitated and produced many encouraging outcomes in traditional and nontraditional security fields, provided strong impetus for safeguarding world peace and tranquility, and generated a healthy trend in the field of international security to achieve common security through solidarity and cooperation. The first Report on the Implementation Progress of the GSI to be released today presents a systematic review of the outcomes, and elucidates the practical relevance and unique value of the Initiative as a global public good in the field of security.

Today, the international and regional security landscapes are increasingly complex, with the Ukraine crisis and the conflict in Gaza lingering on and a multitude of global challenges such as cybersecurity and climate change. Our world has entered a new period of turbulence and transformation. Against such a backdrop, the GSI is all the more relevant in tackling security challenges and safeguarding global stability. In this connection, China decides to establish the Center for GSI Studies for the purpose of promoting studies in relevant fields, furthering the implementation of the Initiative, and contributing think tank’s efforts to promoting world peace and security. I hope the Center will leverage the excellent resources of the China Institute of International Studies as a prestigious think tank, pool the wisdom and strengths of Chinese and international experts and scholars, build platforms for exchanges and dialogue on global security issues, and provide strong support for exchanges and cooperation among various parties under the GSI framework.

To conclude, I wish the Ceremony a full success.
